Once your application clears HR and lands on a hiring manager's desk, the criteria shift. Minimum qualifications got you to this stage. They won't get you the offer. Hiring managers are looking for something more specific.

1. Mission alignment

Government managers want people who understand what the agency actually does — and who want to do that work, not just hold the title. Reference the agency's mission, recent initiatives, or specific programs in your interview.

2. Reliability and stability

Public service rewards people who show up, stay late when it matters, and don't leave after a year. A steady employment history speaks louder than an impressive but jumpy resume.

3. Judgment under pressure

Behavioral questions exist to test this. Hiring managers want to hear specific moments where you made a hard call, stayed calm, or de-escalated something — not abstract claims about your 'strong work ethic.'

4. Written and verbal clarity

Government work is built on documentation. Reports, memos, case files, evaluations. Candidates who speak in clean, structured answers in the interview signal they can write that way too.

5. Coachability

Most agencies would rather train a humble candidate than untrain an arrogant one. Acknowledge what you don't know yet and explain how you'd learn it.

6. Integrity signals

  • Owning past mistakes instead of explaining them away.
  • Consistent answers across the application, interview, and references.
  • Respectful language about previous employers and coworkers.

7. Fit with the team

The hiring manager is picking someone they'll work with for years. Be the candidate who's clearly competent and clearly easy to be around. Both matter. Neither alone is enough.
